Community Economic Development Officer
The FNQLEDC provides a wide range of services to Community Economic Development Officers
and Organizations in all First Nations Communities.

Description of Service
The Economic Development and Advisory Service is designed to provide first-line service and advice to Community Economic Development Officers (CEDOs) and Community Economic Development Organizations (CEDOs).
All services are provided free of charge.
Depending on the nature of the request, the FNQLEDC may travel throughout the territory to provide such services or make them available throughout remote access where possible.
Offered services
- Personalized accompaniment and support services for CEDOs and CEDOs with respect to the implementation of their local mandates and initiatives;
- Support and accompaniment for entrepreneurs;
- Liaison Officer Services (ex. : referral to tools and resources that may be useful to CEDOs);
- Provide training and special events adapted to CEDO needs;
- Promote networking and sharing of best practices among the communities.
Our advisor

Steve Laveau has more than 22 years of experience working with major financial institutions. As a member of the Huron-Wendat Nation, he takes the time to listen to people and to understand their needs. He holds a B.A. in business administration with a concentration in finance from the Université Laval. For the first eight years of his professional career, he worked in the field of Indigenous tourism.

Description of Service
The Social Economy Service promotes collective entrepreneurship within First Nations communities and provides technical support to Indigenous collective entrepreneurs.
All services are provided free of charge.
The same service coordinates the First Nations Social Economy Regional Table.
Depending on the nature of the request, the FNQLEDC may travel throughout the territory to provide such services or make them available throughout remote access where possible.
Offered services
- Workshops or conferences to create awareness and promote collective entrepreneurship;
- Community accompaniment for the development of collective projects, community mobilization, local action plans and strategic planning for local collective enterprises (social economy).
Our advisor

Annick Tremblay is a Native of the Mashteuiatsh community. Her academic background is quite diversified with her university studies in primary and early childhood education, Aboriginal tourism and business start-up. Annick is mandated to help and support the community economic development agents and organizations in processes of social and collective entrepreneurship.

The Youth Entrepreneurship Service is designed to see an entrepreneurial culture develop among Indigenous youth through workshops and entrepreneurship awareness activities. An individual accompaniment service is also provided to young people who start a business or grow.
All services are provided free of charge.
Depending on the nature of the request, the FNQLEDC may travel throughout the territory to provide such services or make them available throughout remote access where possible.
Offered services
- Entrepreneurship awareness activities;
- Training to familiarize with the structure and the preparation of a business plan;
- Support and accompaniment for youth entrepreneurs;
- Assist in the organization of entrepreneurship-type activities (ex.: . Camps, business tours, one-day conferences, etc.).
Our advisor

Myriam Vallières holds a bachelor’s degree in History from the University of Sherbrooke. Dynamic and versatile, Myriam has a diversified career path and her work experience with young people all across the country allows her to provide First Nations with expert advice adapted to their realities.

The Women Entrepreneurship Service is designed to accompany and support CEDOs in the design and implementation of strategies to increase and diversify the economic opportunities available for women.
All services are provided free of charge.
Depending on the nature of the request, the FNQLEDC may travel throughout the territory to provide such services or make them available throughout remote access where possible.
Offered services
- For CEDOs:
- Strategy sessions and conferences on women in entrepreneurship;
- Support and accompaniment for women entrepreneurs;
- Assist in the organization of entrepreneurship-type activities (ex.: . Camps, business tours, one-day conferences, etc.).
- For Elected Women Officials:
- Organize round tables to improve the economic autonomy of women in the communities;
- Support economic development projects.
Our advisor

Emmanuel Bertrand-Gauvin has a Master’s Degree in economic anthropology focusing on wealth redistribution and financial management practices. Emmanuel has worked for the Makivik Corporation where he helped create a regional community structure to promote education and healthy life habits among youth.

- Training to familiarize with the structure and the preparation of a business plan;
- Support and accompaniment for Youth entrepreneurs;
- Support in preparation and analysis of financial forecasts.

Frédérick Martel holds a bachelor’s degree in business administration from the University Laval and is member of the Quebec Order or Chartered Accountants. Thanks to his varied career path, he has developed skills on a range of issues with which the First Nations entrepreneurs have to deal with.

Front line consultation and support in the area of Indigenous Taxation.
Depending on the nature of the request, the FNQLEDC may travel throughout the territory to provide such services or make them available throughout remote access where possible.
Offered services
- Organizing conferences and training on Indigenous taxation;
- Explaining and simplifying the notion of connecting factors (tax exemption ) and their application to various situations;
- Explaining and simplifying the application of indirect taxes in an Indigenous context.
